But, even at $2.99 per gallon, regular, self-serve unleaded gasoline still costs 40 cents more than this time last year -- when oil prices were selling for $15 more per barrel on the New York Mercantile Exchange.

"Things don't always happen in lock step," said Jonathan Kogan, spokesman for the federal Energy Information Administration. "There are time lags when the price of crude changes and when the price at the pump changes. It first gets reflected in the wholesale market, and that's reflected in the retail market."

A barrel of light, sweet crude dipped to $69.85 yesterday, the lowest settlement price since Aug. 23, 2007.

On Oct. 16, 2007, crude oil closed at $87 a barrel. That day, gasoline cost $2.81 a gallon.

Based on oil being traded at $70 a barrel, a gallon of gas would cost $2.26 -- about 80 cents cheaper than it is.

However, because the oil accounts for 73 percent of the price of gas at the pump, taxes and fluctuating distribution, marketing and refining costs mean the price of gasoline doesn't always drop as quickly, Krogan said.

The average price of gas per gallon is $3.07 in the metro area and $3.14 in Western Pennsylvania, according to AAA.

But local drivers said they're not picky -- they'll take anything below $3 a gallon.

"How prices are going down, it's a little easier on people's pocket books," said Dina McGee, 38, of Marshall-Shadeland. She paid $3.09 at the Sunoco station on Cedar Avenue on the North Side.

Tim Cannon, 29, of Mt. Washington doesn't think the price break will last long.

"When a business is trying to make a profit, what do you do? You have a fire sale and try to recoup money any way you can," he said outside of the BP station along Route 51 in the West End. Gasoline cost $2.97 there. "It'll be back up; and it'll be more."

Dr. Rabi Chatterjee, a business administration professor at the University of Pittsburgh, said lower crude prices don't always translate into lower prices for consumers.

In June 2007, the price per barrel of crude was $65.97 and gasoline cost $2.98 a gallon. Based on that, gasoline would cost $3.16 today.

"Crude prices have dropped fairly rapidly in the past few days, and it would be a little bit unreasonable to expect the price at the pump to reflect that," he said.

With gasoline about $1 cheaper per gallon than in June, drivers with a 15-gallon tank could save $60 a month. But few said they notice having extra money.

"Whatever I save in gas goes toward vegetables and everything else," said Kimberly Hampton, 36, of the West End as she filled up. "I think everything is too high."

I have one independantly owned gas station a block away from my house. Their prices go down once or twice a week. Currently. $2.65 and they only accept CASH. Durring rush periods everyday (3pm-7pm) there is now a police detail directing traffic due to the long lines. I hardly ever go there becaue of the wait. The last time I did, I had to wait about 25 mins to fill up.

I found that odd too. On the highway, NJ was more expensive then CT.... WTF? Off the road a bit, it was about 15 cents cheaper..... still, NJ is usually 30 cents cheaper then CT. I found CT has been cheaper on average then NY, MA and NJ in my last few trips.

Though 2.47 in Auburn, MA a few miles off the Pike.
